Hyperscale Data Center Campus, Ireland
For a hyperscale data center campus on a circa 100-acre greenfield site south of Dublin, Ireland, Liongate Consulting produced the tender programme for the bidding contractor. The campus combines a first phase of around 90 MW of IT load with its own on-site energy centre and a 220 kV grid substation, which makes the tender programme as much about power infrastructure sequencing as about the data center buildings themselves.
The brief was the discipline we bring to every tender: no placeholder bars, no optimistic durations, and a programme built to the standard of a contract baseline rather than a bid illustration. We developed the full construction and commissioning sequence, mapped the dependencies between the major MEP packages, the energy centre and the substation, and built the commissioning path backwards from integrated systems testing so the completion dates in the bid were grounded in how a mission-critical campus actually reaches handover.

The tender programme covered the complete delivery scope of a greenfield campus: enabling works and civils across the site, structure, MEP installation by package, the energy centre and substation works, commissioning levels through to IST, and handover. Long-lead equipment was programmed against realistic procurement lead times, and the sequence reflected the access and logistics constraints of a large rural greenfield site.
Because the tender programme already carried baseline-level logic and resourcing, it doubled as a delivery tool: the contractor could test what-if scenarios during the bid, demonstrate credibility in client dialogues, and move straight into delivery planning on award without rebuilding the plan from scratch.
