An energisation milestone often appears as a single diamond near the end of the electrical programme. Its simplicity can hide a substantial chain of technical completion, inspection, documentation, coordination and authorisation.
The planner’s role is to make that chain visible and maintain the forecast. A programme milestone is not authority to energise equipment. Technical acceptance, electrical safety procedures and switching decisions remain with the competent and authorised parties under the project’s arrangements.
Define exactly what is being energised
Start with a specific system boundary and purpose. Initial power to a switchboard, availability of a distribution path and readiness for a later integrated test are not necessarily the same event. Avoid a generic “power on” milestone that different teams interpret differently.
Agree the relevant boundary with the design, construction, commissioning and operations representatives. Record the equipment and connected systems included, the state of adjacent work and the party responsible for approving progression. Where the utility or another external party controls a date, identify the basis of that commitment.
Create a readiness matrix linked to the programme
Build the matrix around the project-specific prerequisites defined by the responsible specialists. Each item should have an owner, evidence reference, required date and acceptance status. The matrix should support the programme without becoming an unofficial replacement for technical procedures.
| Planning area | Question for the responsible team |
|---|---|
| Physical completion | Which equipment, connections and associated works must be complete? |
| Inspection and testing | Which accepted records are required before the milestone? |
| Information | Which approved drawings, settings or procedures are needed? |
| People and interfaces | Who must attend, witness, approve or coordinate? |
| Operational conditions | What boundaries and restrictions apply to remaining construction? |
Do not mark an item complete simply because its document has been submitted. Where review or acceptance is required, distinguish submitted, under review and accepted states. That distinction can explain why visible installation progress has not produced readiness.
Represent the dependencies that can govern the date
Put important enabling work into the programme with credible durations and relationships. Avoid treating every prerequisite as a note attached to the final milestone. If a review, specialist visit or third-party release can move the date, it needs a visible place in the forecast.
Illustrative scenario: a switchroom installation is forecast to finish on Friday, while an essential review is scheduled for the following week. Reporting Friday as the energisation forecast confuses construction completion with readiness. Model the actual review and approval sequence, including any required response or corrective work.
Check shared infrastructure and attendance
A building’s readiness may depend on infrastructure serving other phases. Confirm how the energy centre, substation, controls interfaces and downstream systems relate to the milestone under review. A local completion percentage cannot describe that whole chain.
Likewise, check that specialist and witnessing resources are booked against achievable dates. Repeatedly moving a milestone without reviewing attendance can create a second delay when the physical works are finally ready.
Report evidence gaps and decisions
Use the readiness review to identify the remaining blockers, the evidence needed to close them and the date a decision must be made. Where a forecast depends on an unconfirmed assumption, state it. Preserve the earlier forecast and explain why it changed.
The practical output is a short, owned action list connected to the programme. It helps the authorised technical team prepare for its decision; it does not predetermine that decision.
