Energy Centre, Data Center Campus, Dublin
For the energy centre serving a major data center campus in Dublin, Ireland, Liongate Consulting prepared the tender programme supporting the bidding contractor. The energy centre is a captive power generation plant of circa 200 MW, built around multiple gas turbine packages with their associated transformer bays and interfaces to the campus grid substation. A generation facility of this scale is a project in its own right, with a delivery logic closer to a power station than to a building.
The programme was developed to baseline-level detail from the outset: fully logic-linked sequence, realistic durations, and long-lead plant such as turbines and transformers programmed against actual procurement and factory testing lead times. Turbine delivery and rigging sequences, mechanical and electrical installation, and the energization path were all visible in the plan, so the bid was priced against a programme that could genuinely be delivered.

Our scope covered the complete tender programme for the energy centre: civils and structures, gas turbine delivery, rigging and installation sequences, transformer bays, balance of plant, and the electrical path through to energization and export. Interfaces with the campus grid substation and the wider site were written into the programme as owned, dated milestones.
Commissioning was planned as a generation-plant sequence rather than a building sequence: turbine package pre-commissioning, first fire, synchronisation and load testing, each linked to the mechanical and electrical completions it depends on. Because the programme carried baseline-level logic from day one, it gave the bid team a defensible delivery story and the delivery team a working baseline on award.
